The best design is worthless if it can't be permitted by all agencies. Successful permitting starts with a deep understanding of all the rules while designing. There are many permitting layers: Army Corps of Engineers (Federal), Department of Environmental Protection (State), St. Johns River Water Management District (State). These agencies govern how land near wetlands can be developed & how storm-water runoff is managed. These regulations overlap local (county-city-municipality) regulations & zoning laws. Zoning laws dictate how many lots can be developed, the minimum width/area of lots & road design standards. All of this interacts with utility providers with their own set of rules. Often, the most difficult hurdle for Low Impact Development is obtaining variances from utility providers who are mostly concerned with how the utilities will be accessed & maintained. These issues must be embedded into the design; development can't start without all required permits.
